From Minnesota; Universities of Minnesota and California; World War II service as Navy officer. Industrial relations jobs in industry leading to Vice President for Industrial Relations at Lockheed Corporation.

Appointed by Richard Nixon. Under Hodgson's leadership, the Occupational Safety and Health Act was passed by the Congress and signed by the President, greatly expanding DOL's regulatory responsibilities. To stem post-Vietnam war recession, he led a major expansion of employment and training programs through the Emergency Employment Act of 1971.
