Thomas Stohler

Deputy Director for Program and Policy Administration

Thom Stohler serves as the Deputy Director for the Office of Workers’ Compensation Programs (OWCP).

Mr. Stohler brings decades of public policy, government affairs, and leadership experience to OWCP. Previously, he spent almost 15 years in the executive leadership of the National Association of Professional Employer Organizations (NAPEO), serving as their Vice-President of Federal Government Affairs. He began his career on Capitol Hill, where he served as the first Legislative Director for former House Speaker John Boehner. He then went on to work for nearly twenty-five years in government affairs roles across several trade associations and industries.

Mr. Stohler served in the Bush Administration as a Senior Legislative Officer in OCIA in 2007, and in 2008 as OSHA’s Deputy Assistant Secretary, finishing as the Acting Assistant Secretary at the end of the Administration.
