Glenn E. Ulmer

Member of the Board and Administrative Appeals Judge

Glenn Ulmer was appointed as a Member of the Benefits Review Board in December 2025. Judge Ulmer previously served as an Acting Administrative Appeals Judge from June 2025 to December 2025. He began at the Board in 1994 as an Attorney-Advisor and held the position of Associate General Counsel from 2008 to 2025. Judge Ulmer received a B.A. from Temple University and a J.D. from Georgetown University Law Center. He is a member of the Virginia State Bar. Judge Ulmer is a veteran of the United States Army, where he served in military intelligence.
