Thomas H. Burrell is a longtime employee of the Department of Labor. Judge Burrell received his Bachelor of Science and Master of Business Administration from Illinois State University. He received his law degree from the Washington College of Law American University where he served on the American University Law Review. Judge Burrell has been published in several law reviews and cited by numerous journals. Burrell began his federal service with the Board in 2006 and was appointed to the Administrative Review Board in August 2019. He was reappointed to the Board in April 2025. Thomas is a member of the Virginia State Bar.
