Judge Kiko was appointed as a Member of the Administrative Review Board on June 16, 2025. Judge Kiko previously served as Principal at Williams and Jensen, PLLC, from 2022 to 2025. He also recently served as President and CEO of Kiko Strategies, Inc.

Judge Kiko’s past experience includes several decades on Capitol Hill, including Chief of Staff and General Counsel for the House Judiciary Committee, Chief of Staff of the House Administration Committee, and Chief of Staff and General Counsel of the Select Committee on the Events Surrounding the 2012 Terrorist Attack in Benghazi. His past Hill experience culminated in being elected three times under two Speakers – Paul Ryan (R-WI) and Nancy Pelosi (D-CA) – to serve as the non-partisan Chief Administrative Officer (CAO) of the House.

Judge Kiko also served in several senior policy and management roles in the Department of the Education and the Department of Interior, including Deputy Director/Acting Director of the Office of Hearings and Appeals.

He has a Bachelor of Arts degree from Mount Union College and a J.D. degree from the International School of Law (now Antonin Scalia George Mason University School of Law). He is a member of the DC Bar and Virginia State Bar and is admitted to practice in the U.S. Court of Appeals for the D.C. Circuit, U.S. Court of Appeals for the Federal Circuit, and U.S Supreme Court. He is married to Colleen Duffy Kiko and has four children and nine grandchildren.
