Preparing Your WRP Application Documents

Applicants must submit two documents to be considered for the Workforce Recruitment Program (WRP):  

  • Proof of disability 

  • College or university transcript  

This guide explains exactly what types of documentation are acceptable and what they must include.  

The WRP may require further documentation if needed to confirm program eligibility from any applicant, even if you meet the criteria below.  

Proof of Disability 

To qualify for the WRP, you must show that you have a disability and are eligible for the federal Schedule A hiring authority. Any of the following documents are acceptable if they meet the requirements outlined below. 

1. Schedule A Letter (Most Common) 

A Schedule A letter confirms that you have a disability and are eligible to be hired under the Schedule A hiring authority. To learn if you’re eligible, please review How to Obtain a Schedule A Letter.  

Your Schedule A letter must meet the following requirements: 

  • State that you have a disability. The letter does not need to name or describe your specific diagnosis or medical history. 

  • State that you are eligible to be hired under the Schedule A hiring authority. Citing 5 CFR § 213.3102(u) is preferable. 

  • Be on official letterhead from one of the qualifying sources listed below and include the source’s contact information and signature. 

Please follow the format of the U.S. Office of Personnel Management (OPM)’s sample Schedule A letter to help ensure that your document is acceptable. 

Your Schedule A letter must come from one of the following: 

  • A U.S. licensed medical professional (e.g., a physician or other provider certified by a state, the District of Columbia, or a U.S. territory to practice medicine); 

  • A U.S. certified vocational rehabilitation specialist; or 

  • A federal, state, D.C., or U.S. territory agency that issues or provides disability benefits, such as the Department of Veterans Affairs or the U.S. Social Security Administration. 

2. SSA Benefits Letter

You may submit a letter from the U.S. Social Security Administration on official letterhead indicating that you are a person with a disability. 

3. VA Benefits Letter

You may submit a letter from the Department of Veterans Affairs on official letterhead indicating that you are a person with a disability. 

What Is NOT Acceptable

Not all disability-related documents meet WRP requirements. The following are not accepted as disability documentation: 

  • Individualized Education Programs (IEPs) or 504 plans; 

  • Disability or accommodations documentation from a school or educational institution; or 

  • Medical reports or health records from medical professionals. 

If your documentation comes from a medical professional, it must be a Schedule A letter. No other format from a medical provider is accepted. 

If WRP staff need further documentation to confirm your eligibility, they will contact you.  

College or University Transcript 

To participate in the WRP, you must be a degree-seeking postsecondary student or recent graduate. Your transcript confirms that you meet WRP enrollment requirements. 

Students pursuing only certificate programs are not eligible for the WRP.  

All applicants’ transcripts must: 

  • Show your name. Your first name or surname must match your WRP application.  

  • Be legible. Altered, cropped, or low-quality documents will not be accepted. 

  • Be from the school you are currently attending or most recently graduated from with a degree. 

A transcript may be unofficial or official.  

Current Students 

If you are a current student, your transcript must: 

  • Show the terms or dates and courses you took in each term at your institution. 

  • Include enrollment for fall 2026. Courses taken anytime from August to December 2026 are acceptable.  

Degree audits are rarely acceptable unless they contain all the required elements of a transcript. If a document says, “This is not a transcript,” it will be rejected.  

Recent Graduates 

If you are a recent graduate, your transcript must: 

  • Show the terms or dates and courses for each semester you were enrolled. 

  • Include a degree conferral date of April 1, 2024, or later. 

If your degree was conferred too close to the WRP application deadline to show on your transcript, a letter from your registrar’s office may confirm your degree conferral date or enrollment status. 

Special Case: U.S. Veterans 

If you are a disabled U.S. armed forces veteran and were unable to apply to the WRP due to military service obligations, you may qualify for extended eligibility. Please email wrp@dol.gov to learn more.
